I think there is hope of it happening. It's happened in several countries already, and it's happening in some places here. I think that as people get used to the idea, and realize that it doesn't actually affect them, it'll happen. I think that having an interim solution that actually changes everything *will* change everything, for everybody, which is what has people upset in the first place.
