Fixed cost contracts destroy defense subcontractors. Lockheed won't bid firm fixed, they'll sit on their hands first. McCain is crazy!

Yeah... I think so... Of course, the government employees get paid eventually, regardless of whether they are asked to show up at work, or stay home...
